In a significant administrative reshuffle within the Defence Estates Department, Arvind Kumar Dwivedi has been appointed as the new Chief Executive Officer (CEO) of the Secunderabad Cantonment Board (SCB). He takes over from D. Madhukar Naik, who held the position since October 2022.
New Leadership at the Helm
The appointment marks an important leadership change for one of the largest and most prominent cantonment boards in India. Dwivedi, known for his extensive experience in defence estate management and governance, previously served as Deputy Director General in the Directorate General of Defence Estates (DGDE) at Delhi Cantonment.
His transfer to Secunderabad comes at a crucial time as the cantonment continues to address several civic, infrastructure, and administrative challenges — from water supply issues to the long-debated merger of certain civilian areas with the Greater Hyderabad Municipal Corporation (GHMC).
Madhukar Naik Moves to Delhi
As part of the same reshuffle, outgoing CEO D. Madhukar Naik has been posted to Delhi Cantonment, taking over Dwivedi’s former role. The transfer order, dated October 6, was issued by Vibha Sharma, Additional Director General (Administration) in the Defence Estates Department.
Naik’s tenure in Secunderabad was marked by efforts to streamline property management, enhance public grievance redressal systems, and coordinate with state government agencies on infrastructure projects within the cantonment limits. His move to Delhi is seen as a continuation of his administrative career within the defence estates framework.
What Awaits the New CEO
For Dwivedi, the road ahead is expected to be both challenging and pivotal. The Secunderabad Cantonment Board — home to a large civilian population and key military establishments — has been grappling with pressing issues such as water scarcity, drainage concerns, and pending infrastructure projects.
Public engagement and inter-agency coordination will likely be key areas of focus under his leadership. His experience at the DGDE headquarters may help streamline administrative procedures, accelerate policy implementation, and strengthen communication between defence authorities and local residents.
A Cantonment in Transition
The Secunderabad Cantonment, one of the 62 cantonment boards in India, plays a vital role in balancing civilian governance with defence administration. Over the years, it has emerged as a focal point for urban policy discussions, particularly regarding the integration of cantonment areas into broader city governance frameworks.
Dwivedi’s appointment could bring renewed momentum to ongoing discussions between the Ministry of Defence and the Telangana government on issues like land use regulation, civic development, and citizen services.
Looking Ahead
Observers within the defence and civic sectors are optimistic about Dwivedi’s appointment, viewing it as a move that could infuse new energy into the cantonment’s governance. With his background in policy, planning, and estate administration, he is expected to bring both structure and innovation to the SCB’s operations.
As the new CEO takes charge, residents and defence authorities alike will be watching closely to see how his leadership addresses the region’s longstanding concerns while advancing modernization efforts in line with the government’s broader vision for smart governance.
